Were there other record stores in downtown B-ham in the 1970s and 80s? Ed said he seems to recall Budget Tapes and Records but can't be sure about that.

Ed is correct, there was a Budget on the corner of Railroad & Magnolia, catty-corner to the final Cellophane location.
